Yes you can but "competent authorities" звучит не очень. Слишком в лоб как-то.

Actually, the second "to" must be omitted, and the "whom" can (and should) also be omitted.
This letter must be submitted to all the competent authorities (whom) it may concern.
"To whom it may concern" is a stock salutation for a letter, when you can't be sure who you're addressing. It's unnatural anywhere else.
Also, as the years pass, it's becoming more and more acceptable to stop using "whom" and use "who" everywhere.
